Photographer is Wilhelm Engel of Vienna, Austria. Otherwise undated and unidentified.
Comments:
Sometimes, when looking at an image that contains an odd-looking element like this man’s hair, I assume it must be a vintage style I’m not used to seeing. Other times, I think, “Oh, surely not. Surely that hair was weird even then.” Hard to be certain. By the way, the golden graphic design on the back is grand enough that I included a link to it above.

I agree! A funny combination of stately and whimsical.
His hair reminded me of some childrens’ pictures taken in the late 1940s – the child’s hair would be worked into a single curl on the top of the head. But then, this is not the 40s nor is he a child.
I know exactly the look you mean, but yes, it looks a little inappropriate on him, at least to my eyes.
That hair, paired with the mustache… hilarity! Also, thanks for sharing the back. It is *quite* grand!
